Train Station Shenanigans

You know when in HL2, you get off the train, and Barney is taking you to be 'interogated?' If you eavesdrop the other interogation, the citizen says something about re-location coupons. I was wondering if every single citizen who is 'relocated' to C45, would spawn with an in-game item named 'Reloacation Coupon,' which would be required for acess into the city. Anyone for some reason who didn't have one, would be tooken in for questioning, amputation, ect. They would have to present the coupon to an on-duty guard unit at the train station, and then they were free to go. What do you guys think?

It IS canon in HL2. I vote +SUPPORT for this one. And wait.... We're on C45 now? I thought we're on 18.

Negative, --- Wait, you mean giving the New people the coupons? No, we can code it, just like the suitcase, but if you meant already made characters... Doesn't matter, right now.... since they already registered, I guess, but, possibly, yeah..... Someone be a Lamb and tell Razor to code his butt off

Basicly what I meant is all new characters. The old ones we could assume they already went through the process ICly?
